An election on the question of establishing a five-member advisory study committee for the city was held during the year 2006 city election (June 13, 2006). The vote was required unless a written report had been prepared for the city within the last five years dealing with a comprehensive study and analysis of the cooperative and restructuring options available to the city. That report could have been prepared by the city governing body, an advisory study committee, a home rule charter commission, or through another study process for which a written report was prepared. Since no written report had been prepared within the last five years, the question of establishing an advisory study committee required an affirmative vote of a majority of those voting on the question for passage. The voters approved the establishment of an advisory study committee. The advisory study committee shall prepare a written report analyzing the cooperative and restructuring options available to the city. (NDCC Chapter 40-01.1)
